IT WAS NOTICED THAT WHEN TRUCKS WITH MATERIAL DROP OFF WERE DRIVING, THEY WOULD KICK UP THE DUST FROM THE PAVEMENT AND DUST WAS ALSO PRODUCED WHEN THEY DUMPED THE PRODUCT. THE PAVEMENT ONSITE WAS NOT WET NOR WAS A WATER TRUCK OBSERVED. I ALSO OBSERVED PARTICLE MATTER AROUND THE BAG HOUSE.

AN ASPHALT-LIKE ODOR WAS DETECTED AT THE INTERSECTION OF S. WINCHESTER AVENUE AND W. 38TH STREET. CDPH THEN COMPLETED A SITE INSPECTION OF THE MAT ASPHALT FACILITY WITH THE GENERAL SUPERINTENDENT. CDPH NOTED TO THE GENERAL SUPERINTENDENT THAT THE ODOR WAS DETECTED BEYOND THE SITE BOUNDARY.
