Detailed emails to/from Illinois EPA about MAT Asphalt

Highlights:

  • July 18, 2017: “This facility [MAT Asphalt] is located in an [Environmental Justice] area.
  • Sept. 20, 2017: “That [MAT Asphalt air permit application] file is on [IL EPA staff’s] desk waiting to be reviewed.”
  • Oct. 11, 2017: “Did you ever request an [Environmental Justice] review for this application? If so, please do so ASAP.”
  • Oct. 11, 2017: “Is there a way to check to see if an [Environmental Justice Review] was submitted for this source in July of 2017? I thought I submitted an EJ but I have no record of it.”
  • Oct. 11, 2017: “When the [MAT Asphalt] application was received in July [2017], we had problems submitting the review and then we dropped the ball until today. The 90th day for the application will be on Sunday, October 15th. This means that we effectively have until Friday to process this application. Is it possible to have an expedited review of the EJ request we submitted?”
  • Oct. 12, 2017: “The EJ source (MAT Asphalt LLC) has moved forward in the outreach process on 10/12/2017. The status has changed from *Review Pending* to *Outreach In Progress*.”
  • Oct. 12, 2017: “In the future, make sure the database entry adequately explains the nature of the project. The entry as received below makes this appear to be an application for a CAAPP permit but [IL EPA staff] indicated that it was a construction permit.”
  • Oct. 12, 2017: “I am a bit concerned about the significant shortening of the timeframe given the nature of the project (i.e., a new facility versus a modification to an existing facility). Ideally, we want a minimum of one or two weeks from time EJ notification is sent to permit issuance in order for us to gage the level of public interest in a proposed IEPA action. If the permit must proceed without delay, so be it, but obviously not an ideal situation.”
  • Oct. 26, 2017: “Did [IL EPA] receive any inquiries after we sent out the EJ notification? No, we did not.”
